The Roanoke Rapids Sanitary District provides water treatment, water distribution, sanitary wastewater collection,and wastewater treatment services for all of Roanoke Rapids, Gaston and several areas outside the district boundaries. Approximately 25,000 people are served through over 8,500 service connections.
The water supply for the District is from the Roanoke Rapids Lake with backup capabilities from the Roanoke River. The water treatment plant has a design capacity of 12 million gallons per day and a pumping capacity of 10 million gallons per day. The District has 5.00 million gallons of storage capacity.
The District’s wastewater treatment plant has a design capacity of 8.34 million gallons per day. The system has five pumping stations.

The Sanitary District is a unit of local government established by the General Statutes of the State of North Carolina.
The Roanoke Rapids Sanitary District is governed by a three member Board of Commissioners who is elected to 2year terms.
The purpose for which the District was formed is to (1) promote public health, safety, and welfare through the
improvement of the quality and quantity of the drinking water delivered to the public and (2) protect environmental health by collecting and removing pollutants in the wastewater generated by community users.
The Sanitary District operates out of four locations:
- Administrative Office 1000 Jackson Street
- Water Treatment Plant – 21 Vepco Street (across from paper mill)
- Distribution & Collection Department (pipe systems) 425 E.11th Street
- Wastewater Treatment Plant – 135 Aqueduct Road (behind old Howell Steel Plant)
The District is comprised of the City of Roanoke Rapids, the Town of Gaston, and the unincorporated areas of Greenbriar, Lincoln Heights, West Rosemary, Lakeview, and Becker Industrial Park. Bulk sales of water are provided to the adjacent counties.
WATER TREATMENT PLANT
Raw Water Sources: Primary –Roanoke Rapids Lake. A 24” diameter main is installed through the dam and can satisfy a demand, by gravity flow, of approximately 6 million gallons per day. Booster pumps are located downstream from the dam and can provide additional water when necessary. Secondary Roanoke River. Dual pumps are located at the southwest end of the NC 48 bridge with a 30” supply line.
Treatment Capacity: The water filtration plant is rated at 12.5 million gallons per day (MGD) with a firm pumping capacity maximum of 10 MGD.
Water Quality: Water quality within the District meets all drinking water quality established by the State of North Carolina and/or the U.S. Environmental Protection Agency.
In addition to daily bacterial and chemical analyses, water is analyzed for THMs, VOCs, and SOCs.
The District laboratory is certified by the State of North Carolina and performs a limited number of analyses for outside agencies.
